They charge you on 3 basis, 39.99 for 512/128 - 59.99 for 1mbit/128 and 99.99 for 3mbits/256.

HOWEVER

THEY DON'T GUARANTEE 3mbits speed as download... even in that offer they only guarantee you 512kbps/128kbps.

I remember having a similar problem to the one you describe, actually, my DSL was resetting IPs too, I can't say how often but, it was resetting, maybe twice or once in a day
